MCUT’s USR Projects Recognized by the Ministry of Education: All Six Proposals in Phase-4 Approved

The Ministry of Education (MOE) recently announced the results of the Phase-4 (2025–2027) review for the University Social Responsibility (USR) Projects. Ming Chi University of Technology (MCUT) once again earned high recognition for its proactive and innovative approaches that break traditional boundaries and embrace global collaboration. After nearly three months of rigorous review, presentations, and on-site evaluations, all six of the university’s project proposals, including its institutional-level plan, were approved—securing a total of 29.8 million NT dollars in funding. This accomplishment highlights the university's longstanding commitment to local engagement and its well-recognized efforts in promoting social responsibility.

The six approved Phase-4 projects at MCUT focus on addressing local needs, deepening engagement with key issues and communities, and deploying forward-looking strategies. From environmental education and cultural preservation to smart technology applications, each project strives toward core social goals with refined approaches. The institutional project titled “Mid- to Long-Term Impact Assessment Using SROI” introduces social return on investment (SROI) as a performance metric, enabling a more comprehensive and objective evaluation of each initiative’s societal impact and contribution to long-term influence. Additionally, among the approved projects are:

  1. “Between Mountains and Water: A Pioneer of Northern Taiwan”, led by Lecturer Chih-Lin Chen from the Center for General Education, integrates themes of economic and environmental sustainability;
  2. “New Taipei City International Cultural Exchange and English Literacy Enhancement Project”, led by Dean Chieh-Lan Li of the International Affairs Office, promotes intercultural dialogue and global competence in local communities;
  3. “ESG Practice in New Taipei City Industries: Green for a Better Future”, led by Dean Chin-Kuan Lin of the College of Management and Design, supports industrial parks in adopting ESG practices;
  4. “Pioneering Cultural Corridor in Northern Taiwan: Heritage Extension Project”, directed by Director Yen-Kuang Pu of the Center for General Education, explores local history and supports new immigrant communities;
  5. “Co-op Design: Revitalizing Sanxia Old Street through Cultural Intelligence and Global Empowerment”, led by Professor Chao-Jung Chen from the Department of Business and Management, aims to bridge heritage revitalization with international capacity building.

President Thu-Hua Liu emphasized that MCUT’s vision for USR is to “apply university resources to care for society, identify local characteristics and developmental needs, and practice the goodness of knowledge through community participation.” The university adopts a dual strategy of “international vision and local engagement” to effectively meet community needs while serving as a think tank for regional development. Through initiatives such as overseas student exchanges, MCUT fosters globally minded graduates who are capable of practical problem-solving with a strong sense of local responsibility.
